A pesar del creciente n\u00famero de conflictos en todo el mundo y de la migraci\u00f3n interna y externa, las NNA privados de libertad siguen siendo una poblaci\u00f3n a menudo olvidada e invisible.<\/strong> Numerosos ni\u00f1os son internados en condiciones e instalaciones inhumanas donde se violan sus derechos y sufren actos de violencia y tratos degradantes. La raz\u00f3n m\u00e1s importante de la privaci\u00f3n de libertad de los ni\u00f1os es la falta de apoyo adecuado a las familias, los cuidadores y las comunidades para que les proporcionen la atenci\u00f3n y el apoyo apropiados durante su desarrollo.<\/strong><\/p>\n

<\/p>\n

De hecho, hasta que se public\u00f3 el Estudio Mundial sobre los Ni\u00f1os Privados de Libertad<\/a>, simplemente no hab\u00eda datos fiables sobre el n\u00famero de NNA privados de libertad en el mundo<\/strong>. Sin estas cifras, el problema no puede abordarse adecuadamente, y los derechos de millones de estos \u00abni\u00f1os invisibles\u00bb siguen sin hacerse realidad.<\/p>\n

<\/p>\n

Tres a\u00f1os despu\u00e9s de la publicaci\u00f3n del Estudio Mundial<\/a>, el Foro Mundial<\/strong><\/a>, organizado por Defensa de Ni\u00f1as y Ni\u00f1os Internacional, Terre des hommes y la Representante Especial del Secretario General sobre la Violencia contra las Ni\u00f1as, Ni\u00f1os y Adolescentes (NNA) en Nouakchott, Mauritania, los d\u00edas 8 y 9 de noviembre de 2022, fue una oportunidad para hacer balance y definir acciones para los pr\u00f3ximos a\u00f1os<\/strong>. DNI estaba en las primeras l\u00edneas de la convocatoria para el Estudio Mundial de Naciones Unidas sobre los Ni\u00f1os Privados de Libertad \u2013 ahora en marcha \u2013 y ahora co-organiza el Panel de ONGs apoyando el Estudio.<\/p>

\u00a0<\/p>

Estamos fuertemente implicados en los esfuerzos de investigaci\u00f3n y defensa para el Estudio, el cu\u00e1l se entreg\u00f3\u00a0 a la Asamblea General de Naciones Unidas en octubre de 2019 por el Profesor Manfred Nowak, Experto Independiente llevando a cabo el Estudio.<\/strong><\/p>

Las Secciones Nacionales de DNI dirigen tambi\u00e9n mucho trabajo para y con los ni\u00f1os privados de libertad alrededor del mundo,<\/strong> incluso el suministro de servicios legales directos.<\/p>

Ejemplos de trabajo de nuestras Secciones Nacionales: abarcan el proyecto \u201cNi\u00f1os Entre Rejas 2.0<\/a>\u00ab,\u00a0en el que DNI-B\u00e9lgica y DNI-Italia, junto a otros actores gubernamentales y organizaciones de derechos humanos,<\/strong> aspiran a progresar en la protecci\u00f3n de los ni\u00f1os privados de su libertad, mejorando las condiciones de detenci\u00f3n, en particular a trav\u00e9s de vigilancias constantes y formando a los profesionales judiciales.\u00a0\u00a0<\/p>

\u00a0<\/p>

DNI-B\u00e9lgica, DNI-Italia y DNI-Pa\u00edses Bajos<\/strong> est\u00e1n trabajando juntos para proteger los derechos de los ni\u00f1os privados de libertad a trav\u00e9s del proyecto \u201cMi abogado, Mis Derechos\u00bb<\/b>.\u00a0Este proyecto defiende la aplicaci\u00f3n correcta y vigilancia real de las directivas Europeas sobre el derecho de acceder a un abogado en procesos penales; garant\u00edas procesales para ni\u00f1os acusados en procesos penales; sobre el derecho de interpretaci\u00f3n y traducci\u00f3n; y sobre el derecho a la informaci\u00f3n.<\/p>

En 2017, el rol del abogado de las NNA en los estados miembros de la UE y sus sistemas judiciales juveniles fue esquematizado, y una base de datos en l\u00ednea fue creada para permitir un acceso f\u00e1cil a esta informaci\u00f3n. Durante el a\u00f1o alrededor de 500 j\u00f3venes abogados, funcionarios y representantes pol\u00edticos fueron formados v\u00eda este proyecto.<\/strong><\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

El Foro Global fue un evento multisectorial con muchas perspectivas diferentes sobre el tema, acogi\u00f3 a participantes muy diversos, como representantes del Panel de ONG sobre Ni\u00f1as, Ni\u00f1os y Adolescentes Privados de Libertad, representantes de agencias de la ONU, del Comit\u00e9 de los Derechos del Ni\u00f1o de la ONU, funcionarios del gobierno mauritano, y profesionales de los derechos del ni\u00f1o a nivel nacional, regional e internacional<\/strong>, entre otros.<\/p>\n

La sesi\u00f3n plenaria y los debates de los grupos de trabajo sirvieron para elaborar una hoja de ruta que guiar\u00e1 nuestras actividades conjuntas en materia de justicia y privaci\u00f3n de libertad durante los pr\u00f3ximos dos a\u00f1os (2023-2024)<\/strong>. La hoja de ruta identifica las recomendaciones clave del Estudio Mundial sobre las NNA Privados de Libertad que deben aplicarse urgentemente, as\u00ed como las iniciativas y oportunidades clave para que las partes interesadas trabajen juntas.
