On May 31st, 2022, Watchlist on Children and Armed Conflict released an open letter signed by 18 NGOs (including Defence for Children International). The letter is addressed to UN Secretary-General António Guterres, and urges him to ensure that the forthcoming annual report on children and armed conflict (CAAC) provides a complete and accurate list of perpetrators of grave violations against children. The letter calls on the Secretary-General to ensure that all parties to conflict responsible for committing a pattern of grave violations against children are listed in the report annexes in accordance with the criteria set out in the 2010 annual CAAC report. It also urges the Secretary-General to include Ethiopia, Mozambique, Niger, and Ukraine as situations of concern in the forthcoming report.
