DCI Calls for Stronger Protection of Children’s Rights in Armed Conflict | HRC 63 Statement

On 17 September 2026, Defence for Children International (DCI) delivered a statement at the 63rd Session of the Human Rights Council during Item 3: Interactive Dialogue on the High Commissioner’s analytical report on the human rights of women and children in conflict and post-conflict situations.

DCI expressed concern over the gap between international standards for the protection of children in armed conflict and the implementation of these standards. DCI also emphasised the need for continued state commitment to international accountability mechanisms.

Child-specific rights violations, including the forcible recruitment and use of children in conflict, remain prevalent in armed conflict. As recommended by the UN Global Study on Children Deprived of Liberty, DCI urged states to prioritise the protection and rehabilitation of such children, as opposed to punitive measures and detention.

DCI calls on Member States to:

  • Integrate child-specific analysis into justice and accountability processes;
  • Incorporate children’s evidence and experiences;
  • Guarantee access to justice and effective remedies for child survivors;
  • Prioritise the protection, rehabilitation, and reintegration of children formerly associated with armed forces and armed groups;
  • Implement and strengthen accountability mechanisms.

Stronger accountability mechanisms and child-specific processes are crucial in providing children with rights protection and access to justice throughout and after conflict.
